fix(frontend): 注册 ElementPlus 插件，修复 async 语法错误

- 统一在 createApp 后调用 app.use(ElementPlus) - 为 handlePublish 添加 async 关键字 - 修正静态资源路径引用 - 解决登录页空白、按钮不可用问题版本: v1.0.1
